An Introduction to the project selection process for HAL Grants.
HAL is dedicated to funding projects that align with its objectives. All applicants for HAL Grants must complete and submit an application form requesting funding for their projects. Information provided on the application form will be used to assess the applications and prioritise funding.
To ensure transparency and fairness in the allocation of funds, HAL implements a Project Selection Policy (PSP) in selecting and prioritising projects for funding. All applications for funds are assessed by a project selection committee using the framework provided in this policy.
HAL uses two other tools to facilitate transparent and consistent decision-making. The project selection committee uses an Internal Decision-Notice to provide guidance to the management committee to ensure its decisions align with the PSP. An External Decision-Notice is used to communicate HAL’s decisions to grant applicants and forms the basis of the agreement between the applicant and HAL, outlining relevant conditions and reporting obligations.
Types of HAL Grants
Project applications are categorized based on their maximum value:
- Category A: Up to AUD 2,500
- Category B: Between AUD 2,501 and AUD 10,000
- Category C: Above AUD 10,000
Denominated Currency in Grant Application
For projects denominated in currencies other than AUD, HAL will determine the grant value using the exchange rate published by one of Australia’s top 5 banks on the date the application was received. Funding will be provided based on this grant value disregarding any subsequent change in the exchange rate.

- Project Definition: Define project scope, milestones, boundaries, and justification.
- – Project Cat. A: Clearly define project title, scope, and boundaries.
- – Project Cat. B: Clarify potential areas of overlap with similar projects.
- – Project Cat. C: Justify the need for the project and cite statutory approvals.
- Project Budget: Breakdown of expenses for each project stage.
- Project Stakeholders: List stakeholders and their interactions with the project.
- Project Ownership: Define legal ownership of goods, services, and intellectual property.
- Cash Management/Financial Justification & Transparency: Ensure transparency in financial records and justification for expenses.
- Activity Statement: Define timelines and activities for each project outcome.
